Proposed Monterey Peninsula Water Supply Project; Notice of Availability of a Draft Environmental Impact Report/Environmental Impact Statement A permit application has been submitted by California American Water Company (CalAm) to NOAA’s Monterey Bay National Marine Sanctuary (MBNMS) to construct and operate a reverse osmosis desalination facility project (Project) in Monterey County, California. The permit review process is being conducted pursuant to the National Environmental Policy Act (NEPA; 42 U.S.C. 4321 et seq.) and California Environmental Quality Act (CEQA, Cal. Pub. Res. Code §21000 et seq.). NOAA has prepared, in cooperation with the California Public Utilities Commission (CPUC), a joint draft environmental impact review/environmental impact statement (EIR/EIS) that analyzes the potential effects on the physical and human environment related to the Project proposed within MBNMS boundaries. Notice and Request for Comment on Two New Categories of Special Use Permits Related to the Operation of Desalination Facilities Producing Potable Water for Consumption On January 12, 2017, NOAA published a notice requesting public comment on whether the Office of National Marine Sanctuaries should adopt two new special use permit (SUP) categories pursuant to the requirements of Section 310 of the National Marine Sanctuaries Act. The two new SUP categories would be: 1) the continued presence of a pipeline transporting seawater to or from a desalination facility; and 2) the use of sediment to filter seawater for desalination. Intent to Conduct Scoping and Prepare a Draft Environmental Assessment for Changes in Regulations for Greater Farallones and Cordell Bank National Marine Sanctuaries
Pursuant to a request from USCG, NOAA is considering developing future rulemaking to allow the following USCG discharges within part or all of GFNMS and CBNMS: 1) untreated vessel sewage, 2) vessel graywater that does not meet the definition of clean as defined by the Federal Water Pollution Control Act (FWPCA), and 3) ammunition and pyrotechnics (flare) materials used in USCG training exercises for use of force and search and rescue. NOAA will conduct public scoping, including public meetings, to gather information and other comments to determine the relevant scope of issues and range of alternatives to be addressed in the environmental process from individuals, organizations, tribes, and government agencies on this topic.
