Frozen in time, many of the world's best preserved shipwrecks lie in the Great Lakes' cold, fresh water. Steve Kroll, a wreck diver and retired teacher, has been diving the wrecks located in and around the treacherous waters of Thunder Bay, since the 1970s. When NOAA proposed establishing Thunder Bay as a national marine sanctuary in the late 1990's, people like Steve met the idea with strong opposition. As the idea became a reality, however, time would begin to reshape Steve's view of the sanctuary, the shipwrecks it aims to protect, and the communities it brings together.
